Russell Edwin Spencer has been identified by authorities as the victim in a pedestrian accident believed to be a case of hit-and-run that occurred on March 23 in Montecito. Mr. Spencer was lying down on Highway 101 sometime around 2:00 a.m. when he was struck by a car believed to be an Infiniti. Authorities say that they believe the driver pulled over to look at the victim but then fled the scene. Mr. Spencer died at the scene from his injuries. That driver was reportedly found by police in Ventura but an additional vehicle is believed to have also possibly been involved in the death, a Dodge Durango which may have damage to its front end, presumably from the collision with the late Mr. Spencer, who was 58. Police are seeking out that driver and investigating the tragedy and possible double crime.
