Authorities have identified Rufus Lucas as the victim of the Oceanside hit-and-run accident that occurred at 9:45 on July 24th. Lewis, 22, was hit on Mission Avenue in the 3500 block, said the California Highway Patrol (CHP). Lucas’s Toyota Echo was westbound and hit a median. Although the incident initially appeared to be one-car accident, the CHP later identified Rijal St. Michel of Carlsbad, whose vehicle reportedly left the scene following the accident. St. Michel has been accused of hit-and-run as well as vehicular manslaughter.
