Richard Best has been identified by authorities as the deceased in a solo collision that occurred on September 29 in Westlake Village. Mr. Best, a 44-year-old local resident, was driving his Ford Mustang on the 101 Freeway at roughly 6:00 a.m. when he reportedly crashed into a tree for reasons that have not been reported.
