Joseph Edwin Palacios has been identified by authorities as the victim in a bicycle collision that occurred on March 6 in Escondido. Mr. Palacios, 21, was riding a mountain at approximately 8:00 a.m. near the intersection of East Grand Avenue and South Cedar Street. Police say that the young man apparently ignored the stop sign and drove through the intersection, where he collided with a Dodge Caravan driven by a 38-year-old local resident. Mr. Palacios died at the scene. The driver of the caravan reportedly stopped and the scene and was cooperative. The tragic incident is currently being investigated, reports say.
