Jose Ralac has been identified by authorities as the victim in a bicycle vs. car collision that took place in the Koreatown neighborhood of Los Angeles on February 20 at approximately 3:30 a.m. Mr. Ralac was riding a bicycle on Wilshire Boulevard.
