Jacob Chance Howery, has been identified by authorities as the victim in an alleged hit-and-run pedestrian collision that occurred on March 25 in South Sacramento. For reasons that have not been provided, Mr. Howery, 26, was standing on the Interstate 5 Freeway near Florin Road at roughly 10:30 p.m. when he was struck by several vehicles and killed. All of the involved drivers, save one, stopped at the scene. Police are looking for a man described as being in his twenties, slightly above-average height, of either Latino or Filipino ancestry and wearing glasses. His car is believed to be a silver sedan, possibly a Honda or Acura. A large section is believed to be missing from the front bumper of the vehicle. Witnesses are being sought by the California Highway Patrol.
