Frank Avalos has been identified by authorities as the deceased in a two-vehicle pedestrian collision that occurred in North Highlands on January 9. Mr. Avalos was walking at the intersection of Date Avenue and Madison Avenue at approximately 10:00 p.m. by two cars, a Toyota and a Hyundai. He died at the scene. Another pedestrian, a woman, was struck by the Hyundai and was taken to an area hospital for care. The drivers of both vehicles remained at the site of the accident, according to the California Highway Patrol, which indicated that it did not think driving under the influence was likely to be a factor. The tragic incident is being investigated by the CHP. Mr. Avalos was 57.
