Frander Arriaza, 23, has been named as the deceased in an automotive collision that occurred after 1:00 a.m. on November 4 in Walnut Creek.  The California Highway Patrol had been alerted that Mr. Arriaza was in a stalled Nissan Z and was stuck on a ramp between Highway 24 and the 680 Freeway.  At the same time, Dennis Toshimi Tajiri, a 68 year-old Concord resident, reportedly rear-ended the Nissan at a very high rate of speed, causing it to become engulfed in fire, killing Mr. Arriaza. Mr. Tajiri was arrested on charges of vehicular manslaughter and a felony charge of driving under the influence.

We extend our deepest condolences to the friends and family of the deceased during this difficult time.
