Bryan Chen, a 20-year-old Garden Grove resident, has been identified by authorities as the victim in a collision that occurred on December 20 at about 8:10 p.m. Mr. Chen was driving a motorcycle in the vicinity of the intersection of Westminster Avenue and Euclid Street.
